We propose an RF deflector in the THz regime to measure the bunch length of the ultrashort electron beam in GeV scale by using the dielectric-lined circular waveguide (DLW) structure. We show the design of the deflector and the possible resolution in the attosecond scale with a reasonable input pulse energy of THz. We investigate the short-range wakefield effect in the DLW to the time resolution using the analytical model based on the eigenmode calculation and show the scaling law in terms of the beam size, the bunch length. We found the ideal resolution of the deflector can reach order O(100) [as] with pulse energy of several mJ with a negligible wakefield effect. Example calculations are given for a structure with the vacuum hole radius of 0.5, 0.4, 0.3 [mm], the dielectric constant of 3.75, the operating frequency of 0.2, 0.4, 0.6 [THz], respectively.
